Each of the Inner planets after the protoplanet stage had liquid cores...these cores allowed whats called a Magnetic Shield to form...the magnetic shield stops the rays from the sun getting through the the surface...that NEEDS to happen if Life is to develope.

NOW Something happened very early on...and its largely due to the size of Mars and its speed of rotation and the likes...basically, it was too slow, this meant the core cooled quickly...when it went solid the magnetic shield collapsed...the atmosphere lifted and the water dissapeared.

The collapse left the whole of the surface of mars, except for one giant crator completely magnatized. That Crator must have been formed AFTER the collapse...and we can date that to FAR TOO EARLY in the Systems history for life to have developed.

At absolute best...maybe you had some shrubs...but little more then that ever existed on Mars. Conditions have to be exact and perfect for life...absolutely exact...too small, too slow, wrong material, wrong orbit, wrong distance...ann one of those things makes it impossible for life beyond the microscopic

...unless you want to talk about some of the Moons orbitting the outter planets, that some believe have liquid cores...and thus although they have frozen oceans...they speculate that at the sea bed, due to thermal and volcanic vents, the water may be liquid...and may contain similar abundance of life as our own depths that can suvive without any sunlight at all...but that is a bloody great step. It is where any complex life outside of earth in our system lies, in theory.
