Does this mean they cannot train for a fight as well, or just that they are suspended from fighting?

from fighting ... so if they are signed to a fight in california, they can't fight, because their licence is suspended ... if they try to go elsewhere, the AC in that state will probably see why they are suspended and make a decision ... from what i hear, most of these are precatutionary and if a fighter truly wants to fight within the specified time, they can go to the AC and ask to be cleared granted they can show they are fine ..
