From what I gathered watching a news report on this yesterday, when this guy got in trouble in Washington most recently and Arkansas heard about it, they issued a warrant for him for violating his parole which allowed them to hold him w/o bail in Washington. However, for some unknown reason Arkansas then rescinded the warrant causing Washington to have to allow him bail. He bailed out of jail and proceeded to kill those police officers.
Arkansas isn't explaining why they killed the warrant that then dominoed into this tragic event.
