There are a lot of grey areas to this, but the fact remains that your testosterone levels can't be over what is considered the normal range, and they certainly aren't likely to be that high unless something else is going on. Just by testing with the levels he did, he is already "guilty", in a sense. Just like with Chael, you can claim to need TRT all you want, but you still have to have test within the accepted range. That goes for both in competition and out of competition testing.
Keith Kizer did a pretty good interview on Sherdog last Sunday where he addresses a lot of these issues that we have had in recent months.
