As President, he should expect that. However, I can't say that I blame him - he had a goal, just to simply greet, and told the guy to ask the question later.
My family's like that. My grandfather's a busy guy and if he has something on his mind, he doesn't listen, but if I ask him when he has a few minutes to talk, he'll tell me, then he's all ears.
