It's obvious to me that his ground & pound sucks, relative to his other skills. Stand up is technically very solid, and of course the takedowns are great, but he isn't going to pound anybody out, so he might as well let 'em stand a minute after getting the takedown and continue picking them apart on the feet.

What other fighter(s) with a similar record are you referring to? Are they champions? Maybe he's held to a higher level of expectation because he has been so dominant in his fights and has managed to hold the WW belt for so long. Having been so dominant, why wouldn't we expect him to be able to finish fights?
