I can't remember who said it, I think it was on the radio, but it's similar to the part in the movie Casino when the slot machines keep paying out over and over again. Then Robert DeNiro fires the slots manager and says something to the degree of; "either he was in on it, or he was too stupid to realize what was happening, either way he is out."
